Growing up in the 70's I was obsessed with horses and if anyone had one of these rosewood hand carved little horses I could not guarantee that it would not be accidentally brought home with me to add to my shrine to the horse.  
 
These came from a well travelled collector and are most likely from China originally and made of rose wood with two having glass eyes inlaid.

Tallest horse is 18cm High and the smallest one is 12cm H.
